You weren’t wrong. The link provided does not say that French is an official language of Manitoba, just that it can be accessed for government services etc. The other commentator appears to be confused

It literally says its an offical language in the legislative and Judaical branches. And then the post about the premeier literally says this

As a practical matter, Manitoba is already an officially bilingual province under the Constitution of Canada though not in quite the same way that New Brunswick is.

And then everyone saying be like New Brunswick did they read anything there is also this

Manitoba would therefore not need to pursue enactments mirroring these five sub-sections of the Constitution Act, 1982 with respect to New Brunswick because section 23 of the Manitoba Act – equally as part of the Constitution of Canada as sections 16 to 20 of the Charter are – already guarantees these same linguistic rights in Manitoba

Now did Manitoba not follow the Manitoba act and Ottowa let them sure but doesn’t mean they are not offically bilingual.

Manitoba may very well be officially bilingual and have French as an official language of the legislative and judicial branches but not have French as a full official language (which is what my original comment was about). I know it’s pedantic but the legal matters like this are notoriously pedantic
