I know a Canadian employer who has hired one person to work, but pays their spouse instead (spouse’s name and SIN on the paperwork, but spouse has no actual involvement). There are numerous other problems, too, but I think legally this is the biggest one. I don’t know who or where is the appropriate body to report this to and would appreciate direction on that. I am not interested in getting the worker or spouse in legal trouble, but accept it is likely fallout. Thanks.

Edit: Preparing a report to CRA, thanks everyone.

From what you describe, a couple is trying to survive. Why not let them try to survive. Where is the government at a detriment in this situation? Where are the Canadian people at a detriment in this situation? I think the word for this particular situation is we’re dealing with a social “technicality”

Well, as I said, I’m not actually interested in getting the worker in trouble. The employer, however, is taking advantage of multiple refugee and immigrant “employees” in various ways, this the most provable. I put employee in quotes because the others are being (under) paid by irregular means; meanwhile, the employer siphons money for their own self.
