Headline’s phrasing made me think it was to a particular group (i.e. a small number) of campers, but they’re actually talking about all the tickets they handed out cumulatively. My initial reaction (before that understanding) was “that’s a bit harsh,” but then I thought about the devastation that could have been caused & realized “no, it’s not.”

After reading that each ticket was for $1,150 (Canadian, since I’m from the US), I thought they actually got off cheap. I’ve no idea if in Canada they could have been held liable for the devastation should the worst actually have happened (I would hope so, but IDK for a fact), but if so then they’d have been bankrupt for life.
