Most grocery stores around here have stickers on shelves for Canada-made products but don’t label American companies selling those Canadian products, which would make the decision-making process a lot easier.

In fact, him leaving office means he can’t ensure that the project goes forward, since the incoming PM could easily cancel it. This is only an announcement that the government has said the project is ok, not that it’s going to happen.
