Maybe a better option than selling is to rent it to them. Become a country of landlords to industrial complexes. It works for China - land can not be privately owned, but leasehold rights can be bought.
Use it to make vehicles, maybe electric to sell elsewhere, use it for R&D, pretty sure it can be used for something.
